Creating requirements is the next step, a well planned requirement will ease project management task of the manager when the project is proceeding. Requesting for seller responses and selection of sellers is usually done by the Purchase department. However a Project Manager who recognizes the importance of procurement will be able to negotiate requirements better with the Purchase Department. He will be able to help shortlist sellers and may also involve the project team in the decisions (Mochal, 2007). While the actual contract is not signed by the Project Manger during procurement he will have to work on a day-to-day basis with the vendor’s account manager, so knowledge of procurement will also be helpful here
