The provision of acute hospital services in the early 20th century was lead by Voluntary Organizations – the Churches and other Charities, mainly in the larger cities. Each hospital works independently. The State government has built many new hospitals for public. Some of the hospitals are voluntarily implemented a PAS by investing a huge funds. PAS is considered as the heart of patient’s management system in hospitals (Westland, J, 2006). It has been integrated with hospitals to present information about local patients and core demographic details. PAS will provide proper details to the management about their services as a by-product with the use of their operations. It is one of the most wanted processes for the hospital management to generate a document of the patients easily and monitor their services provided to their patients. These are key targets of PAS system. It will maintain complete details about the patient with all demographic details. The kind of treatment taken by the patient has also been provided. The details like the patient is an inpatient or an outpatient will also be recorded using PAS.
Bottom up estimating method is used to estimate the work effort and time. This method helps to break down the large process into various tasks and then it will estimate the work time needed to complete the entire work process. The estimation of various tasks can be estimated accurately. Then the times taken to perform various tasks are added up to obtain the total time required to complete the entire tasks. The work effort and time can be estimated using the four steps given below:

Trail run, detailed testing and comprehensive user training are the three major milestones that may be tracked during the implementation of the project(Chin, G, 2004). A detailed testing is taken before moving to the next organization. The comprehensive user training will be provided to all the nurses, doctors and admin staffs for better use of the Patients Administration System(Wexler, B, 2011).
