The committee formed with members of FCC and employees of NTIA, representatives from the industry, researchers for communication policies, academicians, representatives from the committees of public interests and communities of advocacy and with their combined efforts the committee  named as ‘Committee on Data Quality, Integrity and Access’ is created. The main goal of this committee was to serve as an advisory committee and was having the advisory capacity for providing essential advices to the policymakers on various fronts such as setting of baseline standards with specifications for policy makers and even for the data needed by them for policy formation (Federal 2009). These advisory committees have the capacity to assess the quality the data sets and even the integrity is checked for the sets available, which are even relied by the governmental agencies and even by the external stakeholders which contribute their researches through individual proceedings. The stakeholder contribution is through regular assessments and systematic inventories of the various forms of data gathering. These data gatherings forms are used by agencies such as FCC and NTIA for regularly gathering information and data from the organizations which are under their regular authority.

The Canadian broadcasting policy will be best determined through industrial parties’ economic interests in case it is modified for taking into account the Canadian State’s political agenda.  For the Canadian broadcasting policy the driving forces are the issues related to economic concerns of the public and political issues that are well defined by industry and decision makers. The social interest groups have an adverse relationship with the commercial interests of public. Decision making relies on taking decision on social issues through consensus for general agendas with support of all the sectors for the proper justification of the policy which is not concerned with broadcasting. The creative sectors promote the social and cultural factors through various organizations that represent social interests and its associations that even monitoring the general public interest through proper evaluation.
