Cogswell interchange is a multi-level highway situated in Halifax, Nova Scotia, Canada. It was built in 1969 to create a freeway running towards south through downtown. As Cogswell Interchange occupies prime space and has become obsolete, its maintenance is becoming difficult over time. Hence, Halifax authorities have initiated Cogswell Interchange Redevelopment program in order to demolish the present structure and reconstruct it for better and conventional purpose. The municipality of Halifax surveyed many other cities’ traffic management, road layouts, construction parameters, financial allowances and other practices related to civil management (Cogswell Interchange, n.d). After thorough study, Halifax Municipality passed Cogswell Interchange Redevelopment project through approval of Regional Council in 2014. Before incorporating any plan in the redevelopment program, public survey has been carried out to ensure infusion of public opinion and community’s common demand about the prime area (Cogswell Interchange, n.d).

The community people showed their interest in construction of public places, and spaces for both residential and commercial use in this project. They also demanded better housing and transit options availability in the project. Pondering on the demands of the community and learning from best practices in other studied cities, the project management has incorporated some conventional ideas and working on the concept of developing dynamic space to make optimal use of the location. They have incorporated 4 acres of space for parks and public spaces, 6 acres for roads, 3 kilometer of curb-separated path for bikes and other active transport, 6 acres for development areas in parcel forms (Cogswell Interchange, n.d). The management has planned to construct low-rise buildings in the area, wider walkways beside roads, art gallery at a revised location having Rooftop Park and multi-model transit terminal of Halifax.
