Joseph Nye proposed a process mechanism where emphasis will also be placed on external actors. Where the impact of external actors is included, then the weakness of regional decisions making could be conditioned. However, Cai argues that although researchers such as Nye present the ways that external factors could be included in order to alleviate the problems of regional integrations, the root cause of why nations go regional in the first place is not addressed (8). Here the author structures and builds up the significance of the analytical framework before getting to it.
